Labor Cost Transfers vs. Payroll Request Forms

Published March 26, 2025

Labor Cost Transfers (LCT) and Payroll Request forms are commonly used to correct labor charging. However, the two forms are used for different reasons and frequently confused.

A Labor Cost Transfer is used when hours paid are correct, but the charge is incorrect. A Payroll Request form is used when hours were paid incorrectly, missing, or not verified in MyTime by the cutoff date. This form is also required to change hours from worked to lost time and vice versa.

Whenever a Labor Cost Transfer is submitted (electronic or manual), employees and managers should include the explanation of why the transfer is needed by selecting the correct reason code. NNS Labor Cost Transfers are audited to ensure the correct reason codes were selected. It is imperative to use the correct code to ensure we are transferring labor appropriately and in accordance with NNS policy SSO 10-407.

Whether employees need to submit a Labor Cost Transfer or Payroll Request Form, they should always reference the Payroll SharePoint Site or NNS Forms Viewer to ensure they are using the correct form.

Please contact the Payroll Department (O95) or the Government Financial Relations Department (O74) with any questions.
