NNS Parking Reminders

Newport News Shipbuilding partnered with David’s Towing earlier this year to strengthen parking enforcement in company lots and garages. Vehicles in violation of NNS’ parking policy will be towed at the owner’s expense.
All shipbuilders should have a company hangtag (issued by Parking Solutions) with a unique hangtag number that identifies vehicles parked on NNS property.
While having your vehicle towed can be stressful and costly, shipbuilders are expected to model the standards and behaviors outlined in HII’s Code of Ethics and Business Conduct at all times. Shipbuilders are required to treat others, including David’s Towing employees, with dignity and respect and communicate in a courteous and professional manner.
Common Parking Violations that Could Result in Towing
- Vehicle parked in an NNS lot not displaying an NNS hangtag.
- Hangtags must be displayed in the front windshield, either by hanging from the rearview mirror or placing it on the dashboard with the number clearly visible.
- Vehicle parked in handicap space without both DMV and NNS handicap hangtags.
- Parking in non-designated areas within the company or leased parking lots (e.g. grassy areas that are not spaces, striped-line no parking areas).
- Parking in the wrong zone prior to or after open parking.
- Open parking is available to all NNS shipbuilders from 1 p.m. until 1 a.m. Monday through Friday and on weekends in all NNS parking spaces outside of the shipyard. During open parking, vehicles must still be in a designated parking space. All vehicles parked in a hangtag-controlled lot must have a visible hangtag displayed, with the hangtag identification number visible.
- Open parking does not apply to spaces that are marked 24/7 reserved or spaces designated for Navy, handicap or expectant mother parking. Open parking also does not apply for privately owned lots.

Hourly shipbuilders wishing to dispute their tow should contact their Labor Relations representative. Salaried shipbuilders wishing to dispute their tow should contact NNS Security. David’s Towing will collect photo evidence of each violation prior to towing. If your vehicle is towed from a city street, contact the Newport News Police Department.
Frequently Asked Questions
- Can I have more than one hangtag at a time if I work in multiple locations?
- No. Shipbuilders can only have one hangtag at a time. Shipbuilders can use shuttle and taxi services for travel to multiple locations throughout the shipyard.
- What do I do about my hangtag if I have more than one vehicle?
- Each shipbuilder is issued one hangtag at a time regardless of the number of vehicles used for work.
- Do I need a hangtag to park on NNS property?
- Hangtags are required to use NNS parking lots and garages, with the exception of Zone C located at Hidens and NetCenter.
- Is my vehicle at risk of being towed if I do not properly display my hangtag or park in a zone to which I’m not assigned?
- Yes. Not adhering to company parking regulations puts your vehicle at risk for enforcement, including towing.
- How should my NNS hangtag be displayed?
- NNS policy requires hangtags to be hung from the rearview mirror or placed in such a manner that the numbers are visible while on NNS property.
- Can I let a family member, co-worker or non-NNS employee borrow my hangtag?
- No. Hangtags are not to be sold, transferred, copied or given to other shipbuilders, Navy personnel, suppliers, contractors or any non-NNS employee. Violators are subject to revocation of all company parking privileges and may face additional disciplinary measures.
- What if I get to work and realize I don’t have my hangtag?
- If a shipbuilder forgets their parking hangtag, they can park in a privately owned paid lot, on a city street, or at Hidens or NetCenter. Vehicles not displaying a hangtag are subject to towing at the owner’s expense.
- Do I have to display a hangtag during open parking (from 1 p.m. until 1 a.m. Monday through Friday and on weekends)?
- Yes. All vehicles parked in a hangtag-controlled lot must have a visible hangtag displayed, with the hangtag identification number visible. Vehicles must be in a designated parking space. As a reminder, open parking does not apply to spaces that are marked 24/7 reserved or spaces designated for Navy, handicap or expectant mother parking.
- What should I do if I believe my vehicle was towed in error?
