Effective immediately, but enforceable after Aug. 24, Newport News Shipbuilding department heads must establish, operationalize and fully implement Security Executive Agent Directive (SEAD) 3 reporting requirements for personnel with eligibility for access to classified information.

This Security Executive Agent Directive establishes reporting requirements for all individuals who have eligibility for access to classified information along the lines of potential foreign contact or influence. When fully and correctly implemented, this policy shift will help proactively identify and counter exposed risk to both eligible individuals and classified holdings/assets in a proactive manner.
